SANDEE
- Summer 2007 Research Competition
Deadline: October 15, 2006
The South Asian Network for Development
and Environmental Economics (SANDEE) invites research
pre-proposals on the inter-linkages between poverty
reduction efforts and outcomes and environmental change.
Poverty is closely tied to poor health, low productivity,
and illiteracy, and also to unsustainable use of natural
resources, lack of access to clean water and sanitation,
and exposure to dirty air and chemicals. We invite
researchers to think through how environmental changes
can influence poverty and poverty reduction efforts
within the context of the millennium development goals.
Pre-proposals, if accepted, will lead to an invitation
to submit a full research proposal. Three thematic
areas have been identified for the current round of
research grants as detailed below. Some common research
questions posed under each theme are presented here,
however, the researcher is welcome to go beyond these
questions.
1. Economics of Natural Resource
Use
Large groups of people depend on land, forests, rivers
and other natural resources. SANDEE seeks to support
research that addresses economic issues related to
resource management. What are the implications of
full-cost pricing of natural resources? What market
failures can be successfully addressed through regulatory
policies and what require better implementation and
institutional change? How do institutional arrangements
and co-investment strategies affect resource use?
What incentives and national/ international policies
will lead to better management of regional and global
resources? What are the local impacts of these policies?
2. Economics of Pollution Management
Dirty water, waste, toxic chemicals, and indoor and
outdoor air pollution have serious implications for
human health and productivity. How do we assess the
costs of pollution, especially for the poor? What
policy instruments (taxes, subsidies, user-fees etc.)
and services will result in cleaner air and water?
What are the distributional outcomes associated with
environmental policy instruments? How do we account
for environmental costs in designing economic policies
(including trade, macro etc.)?
3. Economics of Coastal / Riverine
Zone Management
Coastal / riverine communities are vulnerable to sudden
on-set of disasters, long-term impacts of climate
change, as well as on-going erosion of coastal resources.
Can economic instruments (fees, permits, subsidies)
be used to better manage coastal development? What
incentives and dis-incentives lead to inefficient
use of coastal / riverine resources, particularly
fisheries? Further, what is the role of insurance
markets in responding to coastal / riverine disasters?
What is the role of natural and man-made barriers
in mitigating disasters? How can we value the services
provided by natural barriers? How and what kind of
institutional change will improve well-being or reduce
disaster risks
SANDEE supports economics research
related to environmental problems. Pre-proposals that
do not have a strong economics component will not
be considered. Pre-proposals are sought from junior
to mid-career faculty and researchers; and multi-disciplinary
/ country projects and use of secondary data are encouraged.
Institutional affiliation is required for receiving
support. SANDEE's grants range from $10,000 to $15,000
for a duration of 12-24 months. Pre-proposals will
be evaluated on their academic merit and policy significance.
Selected researchers will be invited to submit a full
research proposal, which will go through a rigorous
review process.
Please visit www.sandeeonline.org for online
submission of your pre-proposal and CV.
The deadline for receiving pre-proposal
is October 15, 2006 (pre-proposals received after
this date will not be accepted).
Please also visit www.sandeeonline.org
for responses to frequently asked questions (FAQ)
and for examples of previously funded proposals. For
